Medicare seminar marketing from the invitation to the Scope of Appointment

Medicare seminar marketing from MBI is an insurance agency’s educational event, filled and produced to the agency’s own carrier- and CMS-reviewed materials: an invitation mailed to turning-65 and Medicare-eligible households, a Facebook registration ad for the same date, a reminder to every registrant and the handouts printed for the room, with the Scope of Appointment recorded before the personal appointment that follows.

Direct mail and printing

Who receives a Medicare seminar invitation, and who prints and mails it?

The short answer

The households turning 65 and those already Medicare-eligible receive it, and MBI prints and mails it. Medicare audiences are unusual in that the primary criterion is close to objective, and a Medicare invitation arrives in a mailbox that is already full of Medicare mail, so the piece is written as what CMS requires an educational event to be advertised as. The invitation mailers and the room’s handouts are printed in house, commercial and variable-data, with data, print and delivery in-house since 1989.

The audience. Medicare audiences are unusual in that the primary criterion is close to objective: the households turning 65 (age-in) and those already Medicare-eligible.

The mailbox. A Medicare invitation arrives in a mailbox that is already full of Medicare mail. The invitation reads as what CMS requires an educational event to be advertised as, and MBI targets the mailing, prints the piece and mails it with the agency’s date on it.

By phone first. Medicare audiences register by phone more than any other seminar category. The registration handling is MBI’s, by phone or by page, against the seats in the room, and the reminder goes only to a registrant who opted in when reserving.

USPS Domestic Mail Manual 602.5 provides that each address, except for mail bearing an alternative address format, in a mailing at commercial First-Class Mail presorted or automation prices or USPS Marketing Mail prices is subject to the Move Update standard, and that each address and associated addressee used on the mailpieces in a mailing must be updated within 95 days before the mailing date with one of the USPS-approved methods, which include Address Change Service (ACS) and the National Change of Address Linkage System (NCOALink).

How does Medicare seminar marketing fill an educational event?

The short answer

By filling an event that is advertised as educational, and keeping it one. A mailed invitation and a Facebook registration ad carry a household to one date; in the room, MA organizations and agents may not market specific plans or benefits, but may distribute communications materials and make available and receive Business Reply Cards and Scope of Appointment forms, so the personal appointment follows the event. MBI coordinates the audience, the printing, the mailing, the registration handling, the reminders and the digital activity.

The rule the room runs under. Educational events must be advertised as such and be designed to generally inform beneficiaries about Medicare, including Medicare Advantage, Prescription Drug programs, or any other Medicare program. At educational events, MA organizations and agents/brokers may not market specific MA plans or benefits.

What may happen in it. At educational events, MA organizations and agents/brokers may distribute communications materials, answer beneficiary-initiated questions pertaining to MA plans, distribute business cards, and make available and receive beneficiary contact information, including Business Reply Cards and Scope of Appointment forms; MA organizations holding or participating in educational events may not conduct sales or marketing presentations or distribute or accept plan applications.

When a marketing event follows. If a marketing event directly follows an educational event, the beneficiary must be notified that the educational event is ending and a marketing event will begin shortly and be given a sufficient opportunity to leave.

Prior to the personal marketing appointment, the MA plan (or agent or broker, as applicable) must agree upon and record the Scope of Appointment with the beneficiary(ies); the Scope of Appointment is valid for 12 months following the beneficiary's signature date.

The registration ad. A provider documents Meta lead-generation services for insurance agencies; the brief instructs that this be treated as a documented provider approach, not a universal industry practice, and that relevant requirements be reviewed before launch. Meta’s financial and insurance products policy adds that ads promoting insurance services must be targeted to people 18 years or older.

The review. The brief's compliance and execution limits for this vertical are: treat financial-products ads as a Meta Special Ad Category where applicable; use carrier-approved claims, licensed-agent disclosures, and state-specific review; and maintain consent and opt-out evidence for text outreach.

One team. MBI coordinates the audience, data preparation, printing, mailing, postal preparation, registration handling, reminders, and supporting digital activity for a Medicare seminar.

The enrollment calendar

When does a Medicare seminar campaign run?

The short answer

To the enrollment calendar, which decides the schedule. Medicare.gov defines the periods: the Initial Enrollment Period starts 3 months before you get Medicare and ends 3 months after; the Medicare Advantage Open Enrollment Period runs January 1 to March 31; the Open Enrollment Period runs October 15 to December 7. Most seminar categories can move an event date; a Medicare seminar runs to these windows, and MBI plans the drop against the event date.

Questions

Questions a Medicare agency asks before it mails

Searched for medicare agent marketing, medicare marketing for insurance agents or medicare educational event marketing? Same work, same answers.

  1. What is the difference between a Medicare educational event and a sales event?

An educational event must be advertised as such and be designed to generally inform beneficiaries about Medicare; at it, MA organizations and agents may not market specific plans or benefits or accept applications, but may distribute communications materials and receive Scope of Appointment forms. A marketing or sales event is a group event within CMS’s definition of marketing.

  2. Who can a Medicare seminar mailing target?

The households turning 65 and those already Medicare-eligible: Medicare audiences are unusual in that the primary criterion is close to objective. MBI targets the mailing to those households, prints the invitation and mails it, and the list itself is built as the seminar mailing lists page describes.

  3. When should a Medicare seminar campaign run?

Around the enrollment periods Medicare.gov defines: the Initial Enrollment Period, starting 3 months before you get Medicare and ending 3 months after; the Medicare Advantage Open Enrollment Period, January 1 to March 31; and the Open Enrollment Period, October 15 to December 7. The lead time from drop to event date is planned on the seminar campaign timeline page.

  4. Do Medicare seminar invitations need to be reviewed or approved?

Yes, by the agency and its carriers. CMS requires an educational event to be advertised as such, and carrier-approved claims, licensed-agent disclosures and state-specific review govern the language; MBI writes the invitation, the ad and the handouts to arrive at that review finished, and never describes a piece as cleared.

  5. Should Medicare seminars take reservations by phone or online?

Both, with the phone first. Medicare audiences register by phone more than any other seminar category, so the invitation carries a number to call and a page to reserve on, and MBI handles the registrations as they arrive, by phone or by page, against the seats in the room.

  6. What does Facebook require of a Medicare seminar ad?

Meta’s financial and insurance products policy says ads promoting insurance services must be targeted to people 18 years or older, that advertisers promoting financial products and services may be required to verify their business or individual identity and demonstrate they are authorized by the relevant regulatory authorities, and that advertisers must comply with disclosure requirements set by law.

  7. How do the addresses on a Medicare invitation stay current?

The file is matched against the postal file first. USPS requires each address in a mailing at commercial First-Class Mail presorted or automation prices, or USPS Marketing Mail prices, to be updated within 95 days before the mailing date by an approved method such as NCOALink; mail bearing an alternative address format is excepted.

  8. Can an insurance agency text a Medicare seminar registrant?

Yes, once the registrant has opted in when reserving a seat: a confirmation and a reminder. CTIA’s principles say messages should be sent only after the consumer has opted in, and that senders should not use rented, sold or shared lists. Documented insurance texting reaches consented policyholders and consumer-initiated quote follow-up; nothing goes to a purchased list.
